Local Authority Discretionary Fund

The purpose of this fund is to provide a one-off grant of £3,000 to businesses in Fife experiencing immediate financial challenges as a result of the COVID-19 restrictions and regulations. It would apply to those who haven’t been able to access the Strategic Framework Business Fund or other business grant funds provided by the Scottish and UK Governments since October 2020.

The main eligibility criteria for the fund are as follows:

  • Your business is not eligible and has not been approved for any other business grants provided by the Scottish Government since October 2020, including: 

Strategic Framework Business Fund

Newly Self-employed Hardship Fund

Mobile and Home-based Close Contact Services Fund


  • Your business was trading on 2nd November 2020 (i.e., was not in administration, insolvent or subject to a striking-off notice on that date).


  • Your business has not received any enforcement notice for breaching Covid-19 regulations.


  • Your business is not connected to a tax haven, as set out in the Coronavirus (Scotland) (No. 2) Act 2020 – i.e.

- it is not based in a tax haven;

- is not the subsidiary of a person based in a tax haven;

- does not have a subsidiary based in a tax haven and;

- is not party to an arrangement under which profits are subject to the tax regime of a tax haven.


  • Your Business is facing financial hardship as an indirect consequence of the current Covid-19 restrictions.


While there is currently no closing date for the Discretionary Fund, budget is limited and will be allocated on a first come first served basis.
